Han pasado tres años desde aquellos días y lo que se respira y deambula en las calles de San Quintín, Baja California, es un cuerpo sensible y a la expectativa, sorprendido de sí mismo.
Mucha revuelta y todo, en su momento, pero ahora, en el recuento de los daños y al pasar del tiempo, no han cambiado muchos las cosas. Caminamos las mismas calles empolvadas, los mismos rostros se nos atraviesa. El tiempo no ha pasado, pareciera.
Sus pobladores recorren las calles curiosos y asombrados. La mayoría de los chamacos se hacen fotos en las chatarras de carros y en la estación de policía a la que antes le prendieron fuego.
Desde estalló la rebelión en los campos de fresas, en «La Nueva San Juan Copala», como en las demás colonias de jornaleros en San Quintín, ya no entran la policía municipal, ni la estatal, ni federal, ni los políticos en campaña.
Todo el valle amaneció en una calma tensa aquel 17 de marzo, la carretera desierta, los comercios cerrados, las gasolineras abandonadas. Como pueblo fantasma, sólo se veían señales de vida en algunos puntos, en tramos o puentes donde llantas en llamas, bloques de concreto y murallas humanas armadas de piedras y palos estaban dispuestas a descargar la furia acumulada.
Punta Colonet, Camalú, Vicente Guerrero, Ejido Díaz Ordaz, el Centro de Gobierno, ahora eran campamentos en zona de guerra con ejércitos de hombres, mujeres, niños, jóvenes y perros.
Bloqueos, incendios de camiones y autos, destrozos y saqueos en comercios estallaron por fin después de décadas de explotación.

A menos de 300 kilómetros de la frontera con Estados Unidos, y a 170 de la cabecera del municipio del puerto de Ensenada, San Quintín desde finales de los setentas se convirtió en importante zona de inversión para empresas trasnacionales agrícolas que originan miles de millones de dólares de la exportación de fresas, arándanos, lechuga, verduras berries, tomate y otros productos que se van a Estados Unidos, Canadá, Europa y Asia. Cosechan lo que los vecinos del norte adquieren en tiendas como Vons, Cotsco o Walmart.
Nadie proporciona una cantidad exacta de las empresas establecidas en la zona, unos dicen 80, otros 60, «además sólo se pone atención a los campos agrícolas que están a la orilla de la carretera, pero adentrándote en la sierra, hay quienes siembran de todo, ya te imaginarás, no pagan ningún impuesto, no están registrados y hasta tiendas de raya tienen», confiesa un funcionario.
Mientras que por una callecita turística ensenadense se pasean gringos que viajan en crucero rumbo a Los Cabos o El Caribe para comprar chucherías de a dólar, los jornaleros de San Quintín señalan a Driscoll’s y Berrymex, empresas estadunidenses, como las principales que los explotan.
En una semana de paro laboral la empresa Berrymex solamente de fresa había perdido 34 millones de dólares. Entre las empresas más importantes estimaron pérdidas por más de 100 millones de dólares en total.
Mientras, los jornaleros exigen que se les pague 200 pesos al día, equivalentes a 13 dólares. Tras el primer bloqueo lograron el aumento de un dólar, es decir, 9 dólares por la jornada de 10 horas agachados bajo el sol.
Y ante la pobre respuesta del gobierno a sus demandas, surgieron los bloqueos en carreteras, quemas de llantas, paros, saqueos, pedradas, antimotines, y reporteros y ciudadanos entre las balas de goma y los rocazos y el ataque a funcionarios.
El subsecretario de gobierno intentaba calmar los ánimos de tal forma que resultaba burlón: «Calmados… yo también llevo dos días sin comer…». De ahí que casi lo lincharan, ganándose el repudio por sus respuestas a las denuncias de explotación: «Entiendan, nosotros no creamos esas condiciones…».

Atardecía el martes 17 de marzo y caían las primeras piedras contra los policías estatales tipo robocop, que intentaban retirar los bloques de concreto que los manifestantes habían puesto a media carretera Transpenínsular.
Mientras el representante local del gobernador intentaba calmar los ánimos, una lideresa le gritaba: «¡Que el gobernador de la cara!… ¿Por qué cuando andaba como candidato vino aquí sin importar frío ni calor y diciendo que solucionaría el problema de los sueldos y ahora no viene?».
«Vamos a hacer una cosa…», dijo el funcionario, «¡Vamos a hacer muchas cosas si el gobernador no viene aquí!», le respondieron y ahí se armó el desmadre.

Los jóvenes jornaleros de San Quintín son una fuerza importante de productividad en las labores del campo; algunos de ellos trabajan hasta sesenta horas a la semana. Son los más arrojados a la hora de la protesta, por lo regular llevan el rostro cubierto y son contundentes en las demandas.
A temprana edad se van a trabajar al campo, con salarios de 900 pesos a la semana. Son muy pocos los padres de familia que logran mantener económicamente los estudios de sus hijos después de la educación primaria.
Nicasio Ortiz, un jornalero de la región de Camalú que llegó de Oaxaca hace cinco años y trabaja en la pisca de fresa, asegura que los mismos agricultores, quienes los contratan para trabajar, son los que están dividiendo a la gente: «por la colonia pasa un camión y los recoge a la mitad de la noche para llevárselos al rancho, les ofrece comida y dinero extra».
Está consciente que la situación es difícil para él y el resto de las familias que viven de los trabajos del campo. Sin embargo, a diferencia de quienes optan por seguir trabajando en condiciones adversas, ha decidido participar en el movimiento de la alianza de jornaleros.
Son alrededor de 40 mil jornaleros en rebelión, afirman los voceros, contrario a los dos mil o tres mil inconformes que contabiliza el gobierno, lo cierto es que el paro laboral y el bloqueo de carreteras, que mantienen los trabajadores del campo en el noroeste de México, se une a la cadena de manifestaciones de impacto nacional e internacional que demandan al gobierno mexicano tome acción e imparta justicia.
La desaparición de estudiantes de Ayotzinapa, la ejecución de supuestos miembros del crimen organizado en Tlatlaya, el abuso de la fuerza del Estado en Atenco, los feminicidios de Ciudad Juárez, la lucha zapatista por el reconocimiento de los derechos indígenas, todas estas causas alimentan el espíritu del movimiento jornalero en el norte de México.

Acorralados y sin resuello quedaron los diputados federales y funcionarios durante el encerrón que sostuvieron con 
los líderes jornaleros en San Quintín.
«Ya no hace falta el gobernador en este movimiento», dijo Fidel, uno de los cinco voceros de la alianza de jornaleros, pues había pasado un mes y ni el gobierno local ni los diputados les habían solucionado nada.
Y ni soluciones, ni propuestas, ni respuestas por parte de «los brillantes diputados federales» ironizaron el resto de los líderes de los jornaleros, Fermín, Justino, Bonifacio y Lucila.
«¡No necesitamos reunirnos diez o veinte veces para repetir estos mismos atropellos!», les gritaba Fermín y aquellos políticos mudos. «¡Nomás levantan el dedo y no resuelven nada. Me da tristeza que sólo vengan a tomarse la foto. Ustedes no traen ni un vasito de agua para resolver la sed!».
Sin respuesta de los diputados pidieron la presencia del secretario de gobernación federal, que nunca respondió. En cambio, envió al subsecretario un 24 de abril. Nueva encerrona en el restaurante de costumbre, y el discurso y respuestas de costumbre.
Aquel estuvo a punto de provocar un nuevo estallido de jornaleros al firmar doce acuerdos que no incluían el principal: «¡¿Y el aumento salarial?!», le gritó una lideresa cuando el funcionario daba las gracias apresuradamente y huía a zancadas rodeado de una veintena de guaruras y achichincles.
Afuera los líderes jornaleros hubieron de calmar a la turba que gritaba sus intenciones de ir a quemar carros, bloquear calles, asaltar camiones y desmantelar oxxos. Después sus voceros le soltaron la respuesta: «Dice el subsecretario que esperemos dos semanas… que en dos semanas traerá noticias».
Gritos, mentadas de madre y pedradas se desataron de nuevo, los jóvenes los más enardecidos, pero igual las señoras, los hombres, los niños como en recreo, los perros confusos, «él está haciendo su trabajo, yo les pido paciencia… ¡yo sé que se está acabando… pero paciencia!», abogaba uno de los líderes que se presenta como el único agricultor en la región que sí paga los 200 pesos que exigen los jornaleros.
«¡Denle 15 días!… si ya pasaron un mes con hambre, aguanten quince días más … ¡Son pasos. Les pido a todos y cada uno de ustedes paciencia por 15 días!…. No más».
«¡El subsecretario se hizo pendejo!», gritó un jornalero.
Y de puro milagro no se armó la guerra ahí mismo, otra vez el desmadre entre miles de jornaleros y frente a ellos las decenas de granaderos a expensas del nivel de furia de ese día.

«El problema no soy yo… es la policía que tiene la obligación de actuar si la gente me quiere retener aquí… van a 
reaccionar y no quiero eso, no voy a permitir que por una imprudencia mía o una desesperación de ustedes se ponga en riesgo a la gente, porque la policía tiene que actuar para rescatar a los funcionarios… Yo tengo fotografías y evidencias de que hay gentes infiltradas que traen piedras y palos», decía el subsecretario del gobierno estatal de un partido acorralado por los líderes y ante el problema que les dejó el gobierno federal de otro partido.
Siete mil jornaleros enardecidos esperaban afuera una respuesta ese 8 de mayo en que el subsecretario de gobernación federal quedó en regresar a San Quintín pero no llegó, y el subsecretario estatal tuvo que dar la cara para decir que «los de la capital son los que están quedando mal».
«…Si Fidel quiere que yo me suba allá a comprometerme que hoy va a venir el subsecretario de gobernación yo no puedo hacer eso porque no mando sobre ningún funcionario y menos del orden federal… no puedo provocar a la gente y a las corporaciones y provocar un zipi zape que a nadie va a beneficiar. He tratado de salir cuatro veces, necesito que la gente esté tranquila, ni me van a escuchar ni vamos a llegar a nada… a nadie nos cuesta relajarnos un poquito, alguien los va atender del gobierno, no tengan duda, hay que serenarnos… Yo no tengo miedo…».
¡»A guevo!», dijo un jornalero. «Salga a lo que usted tenga qué decir nada más…».

La del 13 de mayo fue una noche larga en la región, precedida de un fin de semana conflictivo como pocas veces se había visto en San Quintín.
Después de los ataques mutuos del 8 y 9 de mayo, cuando representantes del gobierno federal dejaron plantados a los jornaleros, estos denunciaron que los elementos de la policía estatal entraron a las casas para sacar violentamente a algunos participantes del movimiento. Sin importar arrasar con mujeres y niños y agredir a la comunidad con balas de goma que dejaron catorce heridos y tres muertos, aseguraron los voceros de la alianza. Después se negaría lo de los muertos.
Tras dos horas de zafarrancho el resultado fue el edificio de la delegación de policía completamente incendiado, además de tres patrullas destruidas y una tanqueta llamada «el tiburón». Estos ya no lograron salir de la colonia y quedaron como vestigio y sensación de los niños.
Cuatro días después se respiraba una tensa expectativa por la calle principal de «Las Misiones», colonia conformada en un noventa por ciento de jornaleros. La «Nueva San Juan Copala», también conocida así, al atardecer estaba franqueada en cada acera por cientos de familias oriundas de Oaxaca, Puebla, Guerrero, Veracruz y Sinaloa llegadas a los campos agrícolas de Baja California y ahora presos de un sistema laboral porfirista.
Ese día esperarían el resultado de la reunión que duró más de quince horas entre gobierno y jornaleros.
La mañana se fue entre cambios de horarios y sedes y al final el gobierno decidió reunirse en un recinto resguardado por militares y marinos. Los líderes y sus seguidores viajaron tres horas de San Quintín a Ensenada a bordo de un convoy de cinco camiones de transporte urbano, escoltados por patrullas de la policía federal.
Paralelamente, a lo largo de la carretera se levantaron campamentos, la idea era esperar el regreso de los voceros y actuar de acuerdo a los resultados obtenidos una vez concluidas las negociaciones.
La sesión empezó a las dos de la tarde y concluyó a la 5 de la mañana del día siguiente. Durante toda la noche los trabajadores del campo y sus familias hicieron guardia, cercaron el campamento de «La Nueva San Juan Copala» y prendieron fogatas. Alrededor de ellas se integraron círculos familiares y de compañerismo laboral reafirmando los ideales de la alianza y las futuras acciones.
Para la mayoría de los jornaleros, jóvenes y señoras, no es suficiente el discurso pacifista centrado en la no violencia y no daño a terceros. «¡Lo que venga!»… «¿Con qué nos vamos a defender?, Con piedras, cerrando la carretera, quemando llantas… ya no queremos gobierno ni nada».
Con la mañana del 14 de mayo vendría el resultado, aparentemente satisfactorio. Acordaron gobierno y líderes 13 de 14 puntos, pero no el principal. El aumento salarial quedó pendiente. Para éste, una nueva prórroga.

Desde el inicio de la rebelión en San Quintín la amenaza de los jornaleros ha sido el boicot económico internacional, que hasta ahora han replicado algunos grupos ciudadanos del sur de California.
Después han amagado con boicotear las elecciones intermedias para diputados federales. La amenaza cobra más fuerza toda vez que el siguiente encuentro entre el gobierno federal y los voceros del movimiento está programado para el 4 de junio, tres días antes de los comicios electorales, mismo día en que se jugará el partido de futbol México-Brasil.
Las partes se han desvinculado de los acuerdos. Los empresarios agrícolas dicen que ellos nunca se comprometieron al aumento salarial y aseguran «es algo que tendrá que resolver el gobierno». La autoridad estatal dice que el gobierno federal se comprometió a completar el salario por medio de un fideicomiso, si es que los patrones no llegan a los 200 pesos.
Comerciantes pequeños, medianos y empresarios de San Quintín y Ensenada están temerosos y le reprochan al gobierno que esté a expensas de unos cuantos jornaleros en rebelión y que no tenga autoridad sobre ellos, poniendo en peligro al resto de la sociedad y su patrimonio.
Sociedad y autoridades electorales piden vigilancia especial del ejército dado al polvorín pre electoral. Los líderes jornaleros aparentemente confiados esperan la solución final para el 4 de junio. Sin embargo amenazan veladamente sobre el boicot electoral, «eso lo están decidiendo los jornaleros mismos, no nosotros».
Desde Punta Colonet hasta El Rosario -al sur del estado-, ninguno de los actores políticos en la campaña ha entrado las comunidades jornaleras.
La realidad es que los jornaleros de San Quintín tienen la capacidad de boicotear y anular la elección, pues es suficiente para el INE que el 20 por ciento de las casillas presenten algún tipo de actividad irregular o no logren instalarse correctamente para que la jornada electoral se declare nula.
Oficialmente para las autoridades San Quintín no representa un foco rojo, sin embargo el INE tiene un enfoque especial sobre la elección ya que están bajo su responsabilidad 497 casillas, 5 especiales, 124 paquetes con boletas y 67 mil boletas para igual cantidad de votantes.
En las colonias la gente lo reitera: «aquí no queremos a ningún candidato, ¡los vamos a patadas y pedradas!”.
