En más de 200 años de historia compartida, México y Estados Unidos han firmado varios tratados y acuerdos en materia de cooperación y comercio con la finalidad de coexistir ante sus más de 3.000 kilómetros de frontera. Después del Tratado de Guadalupe Hidalgo, el Tratado de Libre Comercio de América del Norte (TLCAN), entrado en vigor en 1994 es el documento más importante.
Para México, la importancia radica en su codependencia comercial con el vecino del norte. Estados Unidos es el principal socio comercial de México. El 80% de su mercado de sus productos de exportación está dirigido a Estados Unidos, lo que equivale al 40% de su PIB. Tal es la importancia que le hemos tomado a esta relación que la hemos situado como parte fundamental de nuestro interés nacional. Si bien México tiene acuerdos comerciales con otros países de América Latina y el mundo, no hay otra relación comercial que se le compare al TLCAN
Llama la atención entonces, que después de siete rondas de renegociación siga prevaleciendo la incertidumbre de qué es exactamente lo que México propone y exige del tratado y peor aún que exista una sensación de que los tomadores de decisiones son endebles a los arrebatos del presidente de Estados Unidos y se jactan repitiendo “no pagaremos el muro”, como postura totalmente insuficiente.
Algunos de los estigmas culturales de México como el deseo de pasar desapercibido para no molestar al prójimo, la impasividad frente a la amenaza o el desahogo de la desesperación con falsos orgullos no son sólo males que nos acarrean como sociedad sino también al Estado mismo como actor del sistema internacional. Nosotros gritamos ¡viva México cabrones!, desde nuestro asiento en applebe´s mientras comemos hamburguesas, nuestro país repite “no pagaremos el muro” en twitter y conferencias mientras Estados Unidos sigue tomando las riendas del comercio de nuestro país. Ambas expresiones son incongruentes frente al contexto.
México y Estados Unidos deben basar sus posturas en la renegociación del tratado en sus objetivos de política comercial. Si bien aún no tenemos idea de cuáles son los objetivos puntuales de Estados Unidos para con México por lo vacilante que es el universo Trump, lo que no queda duda alguna es que los temas de la seguridad nacional y el combate al terrorismo son pilares de su política exterior y ante eso tenemos mucho que aportar.
El tema es que la prosperidad y la seguridad nacional de Estados Unidos depende directamente de la disposición y cooperación de México. Dicha cooperación no se limita al tema trillado de la lucha contra el narcotráfico, sino que es un macromecanismo de coordinación de frontera en temas de tráfico ilegal de armas y personas, migración, deportación, cooperación de información, combate al terrorismo, y armería estadounidense en territorio mexicano (mismas que se les ha vendido de forma ilegal a los narcotraficantes de nuestro país)
El pasado domingo en su cuenta de twiter el Presidente Donald Trump acusó a México de no estar haciendo “NADA” para evitar que la inseguridad cruce su frontera y entre a Estados Unidos, además amenazó a México de que si no paraba los flujos de drogas y personas pararía “la gallina de los huevos de oro”, refiriéndose al TLCAN.
Es evidente que México depende comercialmente de Estados Unidos, pero ellos nos necesitan para atender los temas de seguridad. Alguien debe de recordarle al gabinete estadounidense nuestro acuerdo sobre cooperación para combatir el narcotráfico y la farmacodependencia, el de extradición o cualquiera de los 62 instrumentos que compartimos en materia de seguridad.
Si Estados Unidos para la gallina de oro, nosotros deberíamos dejar de cooperar con sus gallos para luchar contra el terrorismo, control de drogas y migración y estar pendientes de cómo lidiar con eso. Tal como lo menciona un informe del Consejo Mexicano de Asuntos Internacionales (COMEXI) sobre el TLCAN, “no podemos ser aliados sino somos amigos”.
Afortunadamente Donald Trump no puede construir el muro o romper tratados por que se le da la gana, hay todo un grupo de poder estatal, institucional y empresarial que estaría interesado en escuchar los motivos por los cuales no les conviene romper relaciones con México. Pero para que escuchen, alguien tiene que empezar a hablar y tiene que hacerlo ya.
