Ensenada podría tenerde ser excluido de los beneficios fiscales propuestos por el presidente electo Andrés Manuel López Obrador para la franja de 30 kilómetros a partir de la frontera.
Al presentarse como ponentes ante empresarios afiliados a Compañías Mexicanas de la Industria de la Construcción de Ensenada (COMICE), Omar flores y Heriberto Galindo, especialistas del despacho Estudillo y Compañía, hicieron un recuento de lo publicado en torno al polémico tema de la reducción del Impuesto al Valor Agregado del 16 al 8% y del Impuesto Sobre la Renta (ISR) del 35 al 20%.
Flores y Galindo señalaron la incertidumbre que existe porque todo lo expresado en torno al tema es hipotético al no existir ninguna propuesta formal, ya que el proyecto del Paquete Económico 2019, tendrá que ser entregado a la Cámara de Diputados a más tardar el 15 de diciembre para que ésta lo resuelva antes del 31 de diciembre.
Ante la membresía de COMICE los expertos enumeraron algunas afectaciones directas para la población de Ensenada en caso de quedar fuera de los beneficios fiscales, como la compra de casas más caras, lo que también afectaría a la industria de la construcción.
La canasta básica sería más cara que el resto del Estado, habría cambio de proveedores de la cadena productiva a otras ciudades, afectando a las empresas y clase media, aun cuando las empresas finales se sostengan en la ciudad de Ensenada.
También advirtieron de la falta de interés del inversionista en el destino Ensenada, ya que tendrá opciones más económicas en el resto del Estado, y la dificultad para retener empresas en la ciudad, sobre todo aquellas de fácil movilidad.
Entre otras cosas, Flores y Galindo advirtieron a los constructores sobre la complejidad para el pase de mercancías de los 30 kilómetros hacia ensenada por la posibilidad de que se instalen retenes de revisión en las carreteras.
Dijeron que el sector turístico, hoteles y restaurantes podrían ser más caros en la ciudad, dificultando la competencia por cuartos, alimentos, renta de vehículos y servicios que se pueden contratar en Tijuana, Rosarito u otras ciudades a precios más baratos.
Habría mayor interés en inversiones inmobiliarias (plazas, departamentos, bodegas, etc.) dentro de la franja de los 30 kilómetros -a diferencia de Ensenada- y se llevarían el dinero para allá, así como los trabajos de construcción.
Los profesionistas serían más baratos en Mexicali, Tijuana, Tecate que en el resto del Estado, porque sus precios aparte de IVA, tienen menor impuestos, lo que les permite ofrecer servicios más económicos a los empresarios, afectando a los de Ensenada, apuntaron los expertos.
Para los constructores sería más conveniente comprar a proveedores de fuera los materiales de construcción, situación que traería mucho menos flujo a la ciudad, menos circulante, menos oportunidades, menos empleo y el resultado sería una mayor dificultad de empresas locales para sobrevivir, advirtieron.
Anticiparon que, ante la exclusión de Ensenada de los beneficios fiscales, el consumo de satisfactores como ropa, zapatos, alimentos, crecería fuera de Ensenada por la migración de compradores Ensenadenses que ganan de 4, 5 o más salarios, según estudio de economistas.
Todo lo anterior, afectará drásticamente la economía de la ciudad y el municipio si los ciudadanos y organizaciones no hacen algo al respecto para convencer a los funcionarios del próximo gobierno de los efectos negativos para la gente más pobre que recibirá el mayor daño en su calidad de vida.
